Commissary ordering on every phone, every tablet and every family's screen.
One ordering platform, delivered as a service: touchtone or voice on the inmate phone system, with optional modules for tablets in the housing units and a web shop where families order and fund accounts. It plugs into the commissary and banking systems you already run.
Ordering that reaches every resident, every day, with no paper and no line.
Commissary is one of the few things a resident controls, and the ordering process decides how it feels: forms that get lost, queues at a kiosk, windows that close before a unit gets its turn, orders rejected after the fact. Orderline turns any housing-unit phone into an ordering terminal, and extends the same rules to tablets in the units and to families at home.
For residents
Order from any unit phone in a few minutes, by keypad or voice, in their own language, and hear every item and price before it is added.
For facility staff
Windows, limits and restrictions enforced automatically; a live view of calls and orders; one switch for a lockdown. Fewer forms, fewer questions at the door.
For the commissary operation
Orders arrive validated against balance, limits and stock, as data in your system, with daily sales by facility and organization-wide delivered at close.
A complete order in six prompts, by keypad alone or by voice when it helps.
Dial the code
From any housing-unit phone. The greeting answers within a second.
Resident ID and PIN, checked against your own records. Orderline never stores the PIN.
Add items
Enter a code or say the item; balance, limits, restrictions and stock are checked before the price is read back.
Confirm
One key or one word adds it: "Added. Your cart has three items for $4.35."
Review
Hear the full list or skip to the total; change a quantity or remove an item at any point.
Check out
Placed in your commissary system once, never twice; a confirmation number is read back.
Touchtone always works
Every step finishes by keypad; voice is optional.
Hears through the noise
Filtering tuned per unit; it listens only when it asks.
Speaks their language
English and Spanish now; more on request.
Survives a dropped call
Call back, press 2, pick up the cart.
Nothing recorded
Audio is handled live and never stored; recording stays with your phone provider.
Phone, tablet and family web: one cart, one rule book.
Housing-unit phones
Any phone on the inmate telephone system, by keypad or voice. No new hardware in the unit; your phone provider routes the dial code to us.
Facility tablets
The same catalog with pictures, in a branded app on your facility tablets. A cart started on a tablet can be finished on the phone. Nothing is kept on the device after sign-out.
Family web shop
Approved family and friends place gift orders within the facility's limits, from their phone, under your brand, at your own web address. They pay through your own card processor; receipts and status arrive by email or text.
Family funding
Families top off a resident's account by card without placing an order, with your fees shown before payment. The payment goes to your own gateway under your merchant account; Orderline never holds funds or card data.
Scheduling and access control
Example weekOrdering windows, cut-offs, blackout dates, individual restrictions and a one-switch lockdown, set once per facility and enforced the same instant on the phone, the tablet, the web shop and partner connections, with the next opening announced wherever someone tries.
Tablets, the family web shop, family funding and AI marketing campaigns are optional modules, priced per facility per month and switched on when a facility is ready.
Your brand in front of families, on a domain you own.
The family shop and the tablet app carry your name, logo and colors, at your own web address. Families see your brand from the first visit to the receipt in their inbox; residents see it on every tablet screen.
- Your logo, colors and name on every screen, email and text message
- Your own domain for the shop, or a branded address we host for you
- Branded receipts, sender names and support contacts
- Your terms, fee schedule and languages, per facility where they differ
- A different brand for each organization you serve, managed from one account
Promotions families asked to receive, with the sales to show for it.
Families who opt in when they register in the shop get a text or email when something worth knowing arrives: new items, seasonal items, package deals and special discounts. Orderline drafts each campaign from your catalog, sends it in the right window, attributes the orders that follow, and shows you what every campaign earned.
An order counts when an opted-in family buys a promoted item within 7 days of the message. Reported by campaign, facility and month, in the console and alongside your daily sales.
Opt-in by design
Families choose texts, email or neither when they register, in a separate, plainly worded step that your counsel approves. Every message says who it is from and how to stop; opt-outs are honored instantly and recorded.
AI drafts, you approve
Orderline writes each campaign from your catalog and prices, in English and Spanish, and proposes a send window that respects ordering windows, cut-offs and blackout days. Nothing goes out until you approve it.
Campaigns that fit commissary
New items, seasonal items, package deals and special discounts, plus back-in-stock and window-closing nudges. Facility limits and resident restrictions still apply at checkout.
Reporting that proves it
Sends, deliveries, clicks, orders, conversion rate, revenue attributed, average order value and opt-outs, per campaign and per facility, with the lift against weeks with no campaign.
How a campaign runs
Opt-in to reportMessages go out in your name to families who opted in, and only to them. Orderline keeps the consent and opt-out records; the opt-in wording and message delivery are confirmed with you before the module is switched on. Priced per facility per month, like the other optional modules.
Everything the operation needs to see, in the order it needs it.
A home screen per role, from organization owner to auditor, answers one question: is anything wrong today, and what do I do about it? Every number links to the record behind it.
Reporting
Daily sales by facility and organization-wide, delivered at close. Fifteen reports, scheduled or on demand, as spreadsheets or signed PDFs, to email, secure file transfer or your data warehouse.
Alerts and notifications
Email and text alerts with escalation when a phone line drops, a connection fails or an order needs attention. Family notifications for orders and payments, with consent and opt-out handled for you.
Organizations and access
Unrelated organizations run side by side. Each controls its own facilities, grouped as it likes, and a user is granted exactly the facilities and functions they need, down to one facility, one report, read only. Single sign-on, two-factor sign-in, and a record of every change.
Modern underneath. Simple on the phone.
Orderline is one purpose-built service: the voice engine, the ordering rules and the integration layer run together, in real time, inside infrastructure we operate. Nothing about a call leaves that boundary, and nothing about it needs a project on your side.
Real-time voice, in-house
Speech recognition and speech synthesis run beside the ordering logic, so a prompt answers in under a second and audio is never sent to an outside AI provider.
Small, private language models
Compact models tuned to commissary vocabulary run on ordinary processors inside the same boundary. No per-call AI fees passed on to you; no data leaving the service.
A direct link to your phone system
Calls arrive over a direct, encrypted connection from your inmate telephone provider, with no intermediary carrier in the path.
Capacity that follows the calls
The service scales up as ordering windows open and back down when they close. A single jail and a statewide fleet run on the same platform, at the same flat fee.
Exactly-once ordering
Every checkout lands in your commissary system once, with a confirmation number, even if the call drops or a connection hiccups midway.
Updates without downtime
Improvements ship continuously behind the scenes. Your staff see new features; they never see an upgrade project.
Targets, not guarantees: verified downtime is credited as an extension of your subscription term.
Designed so the most sensitive things never enter it.
The safest data is the data a system never holds. Orderline is built so that card numbers, call audio, PINs and money stay where they belong, and so that what it does hold is isolated, encrypted and traceable.
No card numbers
Card details go from the secure page to your own payment gateway. Orderline keeps a confirmation reference only.
No call audio
Speech is handled live inside the service and never recorded. Recording, where you require it, stays with your phone provider.
No resident PINs
Sign-in is verified against your own records at the moment of the call. The PIN is never stored.
No funds held
No ledger of money. Your inmate banking system stays the system of record; balances are checked live.
Isolated tenancy
Each organization's data is partitioned, and each user sees only the facilities assigned to them.
Encryption everywhere
In transit and at rest, for databases, storage and backups alike.
Access by role
Granular roles down to one facility, one report, read-only; multi-factor sign-in and single sign-on.
Everything logged
Console actions, orders and integration events with who, when, and before-and-after values.
Watched around the clock
Automated monitoring alerts our team to outages and security events at any hour.
Your data stays yours
Export in standard formats at any time; deleted on request after the term, with a short backup rotation.

Why Orderline is different.
Most commissary ordering still runs on forms, kiosks or a vendor's tablets. Orderline starts from the phone every resident already has, and treats everything else as another channel on the same rule book.
Every phone is already a terminal
Nothing to buy, charge, secure or replace. The dial code works the day the routing is in place, in every housing unit at once.
One rule book, every channel
Windows, limits, restrictions and lockdowns are set once and enforced the same instant on phones, tablets, the family shop and partner connections.
Your systems, your money, your brand
Your commissary and banking systems stay the systems of record, payments run on your gateway, and families see your name, not ours.

Connects to what you already run.
Live connection or scheduled file exchange with your commissary system; balances checked in your inmate banking system, which stays the system of record; roster, housing and restrictions from jail management; family payments sent to your own payment gateway; your identity provider for staff sign-in. Orderline holds no funds and keeps no ledger. Open to partners: tablet vendors and other platforms can place orders through Orderline under credentials you scope to a facility, and your own systems can subscribe to order and payment events.
Help is built into the product, for your staff and for families.
Support starts inside the console, in a chat that knows your facility's configuration. When it cannot resolve something, it opens a ticket to the Ultimate Quantum team with the context attached. No telephone queue to wait in.
Answers from your live setup
How-to questions answered against this facility's real windows, limits and connections, including the state of each line and link, not a generic manual.
Makes changes you ask for
Lifts a blackout, extends a window or resets a user, with your confirmation, logged under your name in the audit trail.
Opens a ticket when it can't
The conversation, the facility and the relevant logs go to the Ultimate Quantum team in one ticket. Tickets are worked in priority order, Monday to Friday, 8 am to 6 pm Central.

Not included, on purpose
- Inmate telephone service. Calls stay on your phone provider's contract; Orderline only receives them.
- Payment processing. Family payments run on your merchant account and gateway, at your rates.
- Your other vendors. Commissary, banking and jail-management licenses stay as they are.
- Devices. Tablets and unit phones are yours; Orderline runs on what you have.
For clarity: what Orderline is not
- Not a bank. No funds held, no ledger; your inmate banking system stays the system of record.
- Not a payment processor. Card details go to your gateway; Orderline keeps a confirmation reference only.
- Not a phone system. It answers the calls your provider routes to it; it does not carry or bill them.
- Not a recorder. No call audio is stored; recording, where you require it, stays with your provider.
